친애하는 버락 오바마 미합중국 대통령께

‘정의, 사랑, 평화, 창조세계의 보전’을 이 시대에 구현할 하나님의 뜻으로 믿고, 이 일을 위하여 예수 그리스도의 제자로서 힘써 일하고 있는 우리 한국기독교장로회에 속한 목회자와 성도들은 오마바 대통령에게 예언자 나단이 다윗 왕을 향해 하나님의 뜻을 선포(삼하12:1)했던 심정으로 서신을 드립니다.
지난 5월 30일, 미 국방장관 애쉬톤 카터는 미군 연구소에서 살아있는 탄저균 샘플이 한국에 반입됐으며 고의성이 없는 실수였다고 해명한 바 있습니다. 그러나 탄저균과 같은 치명적인 생화학물질은 고의성의 여부를 떠나 반입이 금지되어 있는 물질이며, 설령 반입된다고 하더라도 이 땅을 살아가는 한국 국민들과 한국의 정부의 사전 허가가 반드시 필요한 사안입니다.
우리 한국기독교장로회는 최근 미국 국방부가 밝힌 바와 같이 살아있는 탄저균 표본이 오산 미군기지에 반입된 데 대해 심각한 유감을 표하며, 이번 탄저균 반입사건이 단순 사고가 아니라 오래 전부터 진행되어 온 생물화학실험의 일환으로 발생되었다는 사실을 알고 큰 충격과 분노를 느낍니다.
탄저균은 단지 잘못 다루기만 해도 인간을 비롯한 모든 생명에게 치명적인 결과를 가져올 수 있으며, 만일에 하나 탄저균이 생화학전에 무기로 사용된다면 수백만 한국 국민의 생명을 말살하게 될 중대한 위협될 것이 분명합니다. 우리는 이번 탄저균 반입 사건이 정치군사적인 차원을 넘어서 하나님이 주신 생명을 스스로 지킬 수 있는 권리를 박탈하고, 안전한 사회를 유지해야 할 한국 국가 주권을 폄하하는 처사였음을 밝히는 바입니다. 이에 우리는 미군이 한반도에 생화학물질, 핵물질 등 대량살상용 무기를 반입하는 경우 반드시 한국정부와 사전협의 및 동의절차를 거치게 함으로써 한국정부가 위험물질의 반입을 통제할 수 있도록 한미 주둔군지위협정(SOFA)을 전면 개정할 것을 요구하는 바입니다.
우리는 탄저균이 ‘소리 없는 전쟁’, ‘가난한 자의 핵폭탄’이라 불러온 대표적인 생물무기로, 치사율이 80~ 95%에 이르며, 100kg의 탄저균이 살포될 경우 약 300만명이 살상할 수 있는 극도로 위험한 물질이라는 사실을 잘 알고 있습니다. 또한 우리는 미군이 생물화학무기인 탄저균을 군사목적으로 세계 곳곳에서 실험해왔다는 사실을 아주 잘 알고 있습니다. 미군은 한국에 주둔 중인 미국 병사들의 생명을 보호하기 위해 주피터(JUPITER) 프로그램을 운용해 왔다고 주장합니다만 실상은 방어적인 목적에만 사용이 국한되는 것이 아니라 언제든 북한과 중국 등 미군이 규정하는 적들을 향해 생화학전을 펼치는 데 사용될 것임은 의심의 여지가 없습니다.
우리는 “감추인 것이 드러나지 않을 것이 없고 숨긴 것이 알려지지 않을 것이 없나니(누가복음 12:2)”라는 성경말씀에 근거하여, 은밀하게 진행되고 탄저균 반입 및 실험에 대해 버락 오바마 대통령이 한국 국민과 한국 정부에 사과할 것을 강력히 요청하는 바입니다. 또한 우리는 이번 사건과 더불어 한국에서 진행되고 있는 주피터(JUPITER) 프로그램의 일체를 공개하고, 이 땅을 살아가는 온 국민들을 위태롭게 만드는 탄저균을 포함한 일체 생화학무기가 왜 취급되고, 어떻게 처리되고 있는지에 대해 구체적으로 진상을 규명할 것을 촉구하는 바입니다.
유엔의 세균독소무기금지협약(Convention on the Prohibition of the Development, Production and Stockpiling of Bacteriological (Biological) and Toxin Weapons and on their Destruction)이 규정한 것과 같이 한국에서 주피터 프로그램의 형태로 이루어지는 생화학 및 핵무기의 개발·생산·비축 금지 조항이 반드시 지켜져야 하며 다시는 한반도의 생명과 평화를 위협받는 이러한 일들이 재발되지 않도록 미국 당국이 책임있는 행동을 보일 것을 요구합니다.
우리는 세계의 정의와 평화를 위해 일하고 있다고 말하는 미국이 세계 도처에서 전쟁을 연습하고, 탄저균과 같은 생물화학무기를 실험하여 한반도를 비롯한 동북아시아와 중동 등 전 세계의 평화를 위태롭게 하는지 도무지 이해할 수 없습니다.
오바마 대통령은 예언서 이사야 2:4의 “그가 열방 사이에 판단하시며 많은 백성을 판결하시리니 무리가 그들의 칼을 쳐서 보습을 만들고 그들의 창을 쳐서 낫을 만들 것이며 이 나라와 저 나라가 다시는 칼을 들고 서로 치지 아니하며 다시는 전쟁을 연습하지 아니하리라 (이사야 2: 4)의 성경 말씀을 기억해야 할 것입니다.
우리는 하나님의 평화를 실천하는 기독교인으로서, 오바마 대통령을 비롯한 미국이 온 생명을 살리는 평화의 길로 나아올 것을 요청하는 바이며, 만약 계속해서 탄저균을 비롯한 생물화학무기 실험, 핵전쟁 훈련, 사드(THAAD)미사일방어훈련을 강행함으로 한반도와 동북아의 평화를 위협한다면 세계의 모든 교회와 연대하여 평화를 위한 투쟁을 이어갈 것입니다.
우리 한국기독교장로회는 미합중국의 대통령인 당신이 우리의 요구에 귀기울여 주기를 진심으로 바랍니다. 우리는 한반도의 정의와 평화를 지키고 70년간의 분단을 종식시키기 위해 기도할 것이며 실천해 갈 것입니다. 하나님의 은총이 당신에게 함께하여 한반도와 전 세계에서 정의와 평화, 생명이 깃들기를 기원합니다.

Letter to President Barack Obama
Dear President Barack Obama,
We, church leaders of the Presbyterian Church in the Republic of Korea (PROK) have been concerned about the outbreak of Middle East Respiratory Syndrome (MERS) in South Korea since May 20, 2015 when the first patient was diagnosed as carrier of the deadly respiratory virus. The MERS scare has been compounded by the news of a shipment of anthrax to South Korea through Osan Airbase. We are distraught by this carelessness or this intentional use of anthrax for experiments in anticipated biological warfare against the enemies of the US.
Internet news sources on June 1, 2015 disclosed that U.S. Defense Secretary Ashton Carter confirmed that the U.S. Army had surreptitiously shipped anthrax samples to South Korea and possibly to Australia. He characterized this as “inadvertent”: shipments from the Army’s Dugway Proving Ground in Utah to 24 laboratories in the U.S., one in South Korea and one in Australia. The disclosure of this incident has become a scandal within the U.S. military and the international community. This is not only a politico-military scandal but a derogation of our country’s sovereignty and poses grave threats to life that could decimate millions of Koreans when anthrax is used as weapon for biological warfare - while merely the mishandling of bacillus anthracis spores can have lethal consequences on infected animals and human beings.
Nothing is covered up that will not be uncovered, and nothing secret that will not become known (Luke 12:2). We ask that you apologize to the Korean people and to the government of the Republic of Korea, while we in the PROK demand investigation of this incident on the part of the U.S. Military and the Department of Defense to hold accountable all those responsible, especially those in the Joint United States Forces Korea Portal and Integrated Threat Recognition JUPITR program to whom samples of anthrax were “inadvertently” shipped. Action such as this threatens the life of Korean people and all those who could have been exposed to infection of anthrax. We know for a fact that anthrax has been considered as a silent weapon for “quiet war” and “the poor man’s nuke”. The lethal impact of 100 kilograms of a powdered form of anthrax sprayed on people has a rate of mortality at 85 to 90 percent and an estimated death toll of about 300 million. The U.S. military knows very well the use of anthrax as a biological weapon, and the U.S. government by all means must stop its use, stockpiling and experimentation. This should not happen again.
In the light of this demand and call for accountability and a halt to the use of anthrax, we invoke the provisions of the United Nations Convention on the Prohibition of the Development, Production and Stockpiling of Bacteriological (Biological) and Toxin Weapons and on their Destruction, to wit:
Each State Party to this Convention undertakes to destroy, or to divert to peaceful purposes, as soon as possible but not later than nine months after the entry into force of the Convention, all agents, toxins, weapons, equipment and means of delivery specified in Article I of the Convention, which are in its possession or under its jurisdiction or control. In implementing the provisions of this Article all necessary safety precautions shall be observed to protect populations and the environment. (Article II).
This provision should be upheld by the governments of the United States and the Republic of Korea. The use, stockpiling and experimentation of biochemical and nuclear weapons should be stopped in Korea especially by the Joint United States Forces Korea Portal and Integrated Threat Recognition, known as JUPITR, a program of biochemical and disease detection that uses equipment that can identify contagious diseases, toxins and other biochemicals in the area. The US Military claims that this has been employed to protect the life of the US soldiers in the country. This program would not be effective without testing the equipment’s detection capabilities, and therefore samples of anthrax, MERS virus and others are experimented on in three strategic places in South Korea including Osan Airbase. This program, we believe, will not only be for preventive use, but can be used for staging biochemical warfare with the DPRK, China and other enemies of the U.S. Also, the Korea-U.S. Mutual Defense Treaty and the Status of Forces Agreement (SOFA) should be amended to include and define accountability and responsibility of the use of U.S. military facilities, and at all times there should be clear and prompt information sharing of military conduct that has grave implications and impact on the life, security and safety of the Korean people.
The Presbyterian Church in the Republic of Korea (PROK) asserts the right to life of the Korean people, and acts and prays that the Korean Peninsula will live in just-peace and that the 70 years of division of the Korean Peninsula will end. As a church we are concerned that the governments of the Republic of Korea, the U.S. and Japan have intensified high tech joint military exercises and have co-operated in the construction and deployment of the Terminal High Altitude Area Defense (THAAD) an anti-missile defense equipment against perceived missile launches and possible attack from the DPRK and to thwart China’s flexing its military power in the region. We have been made to believe, and so you claim, Mr. President Barack Obama, that the United States has been working for justice and peace in the world, but why is the US Military still training and engaging in war around the world, and testing biological and chemical weapons, such as anthrax? The contradiction in the claim and the actual US geo-political and military posturing in Northeast Asia, the Middle East and the Korean Peninsula have become clearer now. This endangers peace in the world.
We would like to remind you, Mr. President Barack Obama, what Prophet Isaiah has to say about the impending judgment on the nations and the promise of genuine and lasting peace in the world: “He shall judge between the nations, and shall arbitrate for many peoples; they shall beat their swords into plowshares, and their spears into pruning hooks; nation shall not lift up sword against nation, neither shall they learn war any more” (Isaiah 2:4). We strongly urge the U.S. to halt all these belligerent demonstrations of militarism in the Korean Peninsula and in Northeast Asia.
Finally, we as Christians are called to live out our faith in the God of peace and we request the United States to come forth, walk the path of justice and peace, and protect life in the world. If the United States continues to threaten peace and security in Northeast Asia and the Korean Peninsula, pursuing traditional and high-tech warfare, using nuclear and biochemical weapons, doing biological weapons experiments, including anthrax, deploying and using the Terminal High Altitude Area Defense (THAAD) missile defense system, we will do our utmost to oppose those actions and strengthen our solidarity among churches around the world who struggle for peace. We hope that as President of the United States of America, you will listen and act on our petitions in this letter. May God sustain your commitment for justice, peace and reconciliation in the Korean Peninsula and the world.
